You need to wait until it hits the mirrors. Meanwhile you can download it from http://www.kernel.org/pub/linux/utils/kernel/hotplug/
If you look at my error trail, the file wasn't even on kernel.org when I tried. It is now, fantastic. It's always nice when files exist (in a publically accessible location) before they are needed by an ebuild.
