POE requires File-Spec (File::spec from cpan). The current ebuild does not
enforce this and cpan autodepend causes sandbox violations.

Steps to Reproduce:
1. emerge POE w/o File-Spec installed

Actual Results:  
Sanbox violations

Expected Results:  
Installed File-Spec (0.87) first
