greetings all,

when several packages need to be merged, its usually the case that several
packages need to first be fetched. currently, package fetching happens at the
same time as compilation, so if one package takes a long time to compile, the
next one can't be fetched until this one finishes.

i realize such a change is non-trivial since it moves around the download step,
but it would definitely speed things up!
