Required for itstool:

$ USE=python_targets_python3_13 PYTHON_SINGLE_TARGET=python3_13 emerge -pv itstool

!!! All ebuilds that could satisfy "dev-libs/libxml2[python,python_targets_python3_13(-)]" have been masked.
!!! One of the following masked packages is required to complete your request:
- dev-libs/libxml2-9999::gentoo (masked by: missing keyword)
- dev-libs/libxml2-2.13.1::gentoo (masked by: package.mask, ~amd64 keyword)
/var/db/repos/gentoo/profiles/package.mask:
# Joonas Niilola <juippis@gentoo.org> (2024-07-04)
# libxml2-2.13.1 removed "deprecated" symbols that other (older)
# packages depend upon. It can be mitigated with a --with-legacy
# configure option, but it's still not a perfect fix. Bug #935452
# to track and work on tree-wide support. Masking the exact version
# so we can revbump the package with a fix.

- dev-libs/libxml2-2.12.8::gentoo (masked by: ~amd64 keyword)

(dependency required by "dev-util/itstool-2.0.7-r2::gentoo[python_single_target_python3_13]" [ebuild])
(dependency required by "itstool" [argument])

Apparently it is ok to mask part of the dependency graph and pkgcheck doesn't blink because "PYTHON_TARGETS are masked by default anyway", hmm....

I'm not sure what you mean by this bit, but pkgcheck doesn't notice because of the use.stable.mask.
