This Bug report is about  media-lib/alsa-lib being a build dependency on  media-sound/mpg123  , and a runtime dependency on www-client/google-chrome and net-im/discord unable to launch without explicitly being build/rebuilt i have not checked if it was a build or rebuilt  yet 
steps to fix the issue , emerge media-lib/alsa-lib

It already is a dep-- I think it would have been helpful to see config.log before rebuilding alsa-lib, to see how it was failing.  Are you able to get that log?

Otherwise I'm not sure we're going to be able to get to the bottom of what the problem was.

If you have successfully compiled mpg123 since fixing it, then the log is gone
