Alright... without much more information I am going to guess that it is supposed to be?

simple. at the installation , you have to add the a link /etc/localtime to a
file in /usr/share/timezone. this directory does not exist, though. In amd64 it
does not exist too.

Within the chroot, not on the CD itself, correct?

From what I can tell, the only place where you set up the time zone is right
before the kernel compile, which is done after stage3.

Also, the location is /usr/share/zoneinfo... I'm not really sure what to do
here, so I'm marking thi sone INVALID.  If I am wrong, then please feel free to
provide more information, as I don't see what you're referring to... sorry.
