sys-apps/systemd - at least version 250.4-r2 - should depend on sec-policy/selinux-ntp.

sec-policy/selinux-ntp has the needed selinux policy for the service.

Manually installing sec-policy/selinux-ntp and relabeling the files fixed the issue for me.
