With the introduction of PHP 8.0, the XMLRPC interface was dropped from the main package.

It has been moved to a PECL package but not packaged in Gentoo.

I expect PHP 7.4 to last another year from this filing before 8.0 will become mandatory.

I fixed this with the latest moodle updates.
