When building opencolorio with the opengl flag, ociodisplay & ocioconvert get built, which have dependencies on openimageio.

media-libs/openimageio has a straight dependency on opencolorio, leading to a circular dependency.

This makes it impossible to build the system in one step or have a declarative setup for your system that can reproduce it without dynamic changes (building first without a use flag then manually rebuilding with a use flag).

It seems possible to break this cycle within portage by separating those binaries into separate packages: eg, media-libs/openimageio-tools or just have separate ebuilds for ociodisplay & ocioconvert.

Alternatively the flag could be changed. Since opengl implies opengl support - not that extra binaries are getting built. So the opengl flag would be set globally.

We could change the use flag that builds the tools to something like "tools" or some other more meaningful use flag. However this would simply hide the circular dependency from general builds, not solve the underlying issue.

Steps to Reproduce:
1. Set the opengl use flag globally
2. emerge -av blender (as an example)

Actual Results:  
Get a circular dependency failure in opencolorio and openimageio

Expected Results:  
Emerge blender cleanly and be able to also install the opencolorio binary tools in the same build step if wanted, eg:

emerge -av blender opencolorio-tools

There's a bunch of packages in situations like this. Note that it is actually possible to do this declaratively with binpkgs.

I suppose splitting things out would work, although it complicates the packaging.

Given how common the issue is for oii/oci, i think we could consider it if someone proposed the exact ebuild changes with a patch.

As workaround, emerge with 'USE=-opengl emerge media-libs/opencolorio' first, then others like media-libs/openimageio and media-libs/osl build successfully, then re-emerge media-libs/opencolorio with USE=opengl works.

This also winds up being a real pain for rebuilds and upgrades where even if an existing but older version of the libraries are installed the cycle is triggered.
