2.6.13_pre99 is a prerelease, so if we follow normal rules then it shouldn't be stable. OTOH, 2.6.12 was released in 2014.

@grozin: Is this good for stabilisation, or should we bump 2.6.12 to EAPI 8 instead and stabilise that one?
