Occasionally, emerge displays some important information, such as that
a file has to be replaced manually, or that a certain script has to be run.
This information just scrolls off the screen, never to be seen again.
Sometimes, there will be a reminder (e.g. for make.conf changes), but
the reminder will also be hidden somewhere in other build.

IMHO, such notifications should be reported at the end of each emerge
run, until the corresponding action has successfully and completely
been taken, or until the user has explicitly declined to make this
change. This would be similar to how pending etc updates are reported.

Also, I think it would be nice if pending etc updates would also be
mentioned after failed emerge runs (maybe something like "Pending
changes. Please run info-update"), so that they don't get overlooked.
