my friend ask me to post it here, so : 

" It's serious server and I don't use ~x86 on it! I don't want to downgrade mysql! I don't want to convert phpbbs and others to old mysql, I want to have mysql 4.x in gentoo stable. emerge wants to downgrade

You'll either have something installed that depends on mysql-3 or there's a broken entry in /etc/portage/*. This will be a local problem.

Are you sure, you don't have masked it like
>=dev-db/mysql-4
in e.g. /etc/portage/package.mask  

If doing that, I can reproduce the "bug"
