Today I tried bumping linux-headers to EAPI=8 and failed:

sys-kernel/linux-headers $ repoman manifest
 * ERROR: sys-kernel/linux-headers-5.13::gentoo failed (depend phase):
 *   kernel-2: EAPI 8 not supported
