emerge-webrsync && emerge -uD world 

fails on imlib-1.9.14-r3 with a missing gif_lib.h. 

Confirmed this file is not present on my system. Tried -gif in USE flags with same result. ACCEPT_KEYWORDS="~86" does not use a newer version.

I've seen this happen before, related to the gif USE flag and giflib/libungif. Try re-emerging both of those packages, and trying imlib again possibly.

Thanks - I tried this on a new suggestion in the Gentoo forums and confirm that re-emerge of both giflib and gifunlib (with gif in the USE flags) fixes the issue. 

So is the bug (i.e. doesn't emerge properly) in imlib or the ebuild?
