udev fails to create /dev/loop[0-9] after modprobe loop or even if loop is builtin to the kernel.

Reproducible: Always
Steps to Reproduce:
1. modprobe loop
2. ls /dev/loop*
3.

Actual Results:  
nothing

Expected Results:  
loops showing up

Works for me here.  Do the /sys/block/loop/ directories show up when you 
modprobe the loop module?

Ah ok, for some reason sysfs is not being mounted. Once mounted it all worked.
