I think dev.gentoo.org is down right now, so this should be transient.

I think bug #774360 could use attention to prevent this in the future.

There's a portage bug somewhere to allow selective RESTRICT=mirror which is the correct solution to this problem.

Well, normally. But in case of this package the license issues that needed to add RESTRICT=mirror in the first place were reverted as far as I can tell.
