If a user runs /sbin/fix_libtool_files.sh and it updates gcc library versions, then the mtime of the .la files gets changed and won't be uninstalled during an "emerge -C".

Steps to Reproduce:




Expected Results:  
Should update the mtime of the file in the package database.
