media-video/pipewire-0.3.22 requires pipewire

But pipewire has never worked well, and pulesaudio support for pipewire has a lot of open issues.

Can we get a way to build pulseeffects that does not require pipewire?  Otherwise I need to unmerge pulseeffects.

Steps to Reproduce:
1. emerge pulseeffects
2.
3.
Actual Results:  
Pulls in pipewire, which breaks my audio.  Not just me, look at all th open issues about pipewire in pulseaudio.


Please add a USE=-pipewire, or maybe just the existing screencast USE variable.  No other packages that I use requires pipewire.

Upstream did say they will support the old 4.x branch for some time still (for critical fixes), so can keep using that for now if you wish, perhaps until pipewire matures more (eventually may have no choce).
