whenever an attempt is made to update or emerge anything the following error is encountered.
emerge -u world
!!! 'str' object has no attribute 'insert'
!!! 'rm -Rf /usr/portage/profiles; emerge sync' may fix this. If it does
!!! not then please report this to bugs.gentoo.org and, if possible, a dev
!!! on #gentoo (irc.freenode.org)

Steps to Reproduce:
1.emerge any package
2.
3.

Actual Results:  
received the following error:
!!! 'str' object has no attribute 'insert'
!!! 'rm -Rf /usr/portage/profiles; emerge sync' may fix this. If it does
!!! not then please report this to bugs.gentoo.org and, if possible, a dev
!!! on #gentoo (irc.freenode.org)

Expected Results:  
should have updated all packages in world file

can't perform 'emerge info', same error is received
