That is why I ask you to * attach the logs and * paste the emerge info * write cat/pkg in the summary as described on https://wiki.gentoo.org/wiki/Attach_the_logs_to_the_bug_ticket Please reopen this ticket (Status:UNCONFIRMED) afterwards. This minimizes the number of callbacks and increases the efficiency of the maintainer.
I've got same issue with =dev-db/mysql-init-scripts-2.3-r3 on my amd64 system. The problem file is /usr/lib/tmpfiles.d/mysql.conf. Could you clarify which info is required exactly?

It looks like the following files have to be changed: /etc/mysql/mysql.d/50-distro-client.cnf /etc/mysql/mysql.d/50-distro-server.cnf /var/run/ -> /run/
