checking for XML::Parser... configure: error: XML::Parser perl module is required for intltool

Steps to Reproduce:
1. I installed some packages (gnome) via a packages cd
2. After syncing 'emerge world'

Actual Results:  
configure of gal(-2.2.3) failed

Expected Results:  
should have installed cleanly
