Per https://bugs.gentoo.org/744727 sci-libs/mkl and sci-libs/mkl-rt are seen as redundant, but the latter doesn't install header files so it can't be used for development

it was suggested by those working on blas/lapack/mkl updates in #gentoo-science IRC that I file this and link it to the tracker
