dev-db/mariadb:5.5 and dev-db/mariadb:10.1 is blocking <dev-libs/openssl-1.1.1 cleanup.

It looks like this bug should have been closed with the above commit. I point this out because this blocks the removal of a vulnerable version of OpenSSL (see bugs 741616, 741570)

Not with that commit (30 days grace) but the removal afterwards, definitely! Good spot.
