gnome panel failed to emerge with the above rquirement.

Reproducible: Always
Steps to Reproduce:
1.emerge gnome-panel
2.
3.

Actual Results:  
failed due to dependancy dev-perl/XML-Parser not being installed 

Expected Results:  
dev-perl/XML-Parser should be installed by gnome-panel as a dependancy
