i have a cron script which runs every day at 4:15 AM ET to update a local
portage rsync mirror from rsync://rsync.us.gentoo.org/gentoo-portage

every time rsync18 is selected from the dns round-robin, the sync fails.

this seems to only happen around 4:15 AM ET. is rsync18 overloaded at that time?

Looks fine with me. Might have just been a hiccup for a few days. Reopen the bug if its still a problem.
