This is a clone of bug #553696 since Bugzilla is broken and doesn't allow me to move that bug.

The idea is rather simple.  We have some bad packages whose test suits are useless without Internet access.  Right now we tag them with RESTRICT=test along with packages with entirely broken test suites, etc.  What I'd like to see is an option to tag these packages separately, so we could easily set Portage to run them without network-sandbox when feasible.
