Installation from LiveCD without net access is broken if you need hotplug.

Hotplug fails to install, since pcilib is placed on the packages CD, not the live CD.

Upon rebooting my system is inaccessible, since I'm using an USB keyboard, which hotplug should load.

Reproducible: Always
Steps to Reproduce:
1. Install Gentoo from universal live-cd
2. Compiling new kernel using genkernel
3. emerge hotplug

Emerge tries to download pcilib, but fails since I'm offline

Actual Results:  
System runs OK, but keyboard / mouse is dead on reboot

Expected Results:  
Include pcilib on liveCD, so hotplug may be emerged
