Bug 717612 – app-admin/salt-3000.1 version bump

Salstack version 3000.1 has been released on April 01, 2020.
Please bump the version.

It's important to ensure consistent minion/master versions, also on different systems (Windows, Debian, FreeBSD, ...).

For Python 3.7 as default target, salt-2019.2 is a blocker as it need Tornado <5 and Tornado:4.5.x depends on Python 3.6 

But Salt-3000.1 works with Python < 3.8 and contains the needed Tornado code base

I actually have python 3.6 as default target.

However, since salt contains the required Tornado code base, it shouldn't be a blocker.
