I am having exactly the same problem, and finally got libgpg-error to emerge by specifying libgpg-error-0.7-r1.ebuild. I had no problems with this version... but I am not sure how that is going to effect things, will udpate.
Thanks for the tip: it solved the issue for me too... Could this ebuild's maintainer mark the 1.0 version as ~arch, at least on x86?
