This is a known issue. Gimp-2.x will always just support python2. Gimp-3.0 will get python3-support. gimp-resynthesizer has no other option than depend on python2 and pygtk.
python2-support already was removed once and restored immediately after: https://bugs.gentoo.org/711684

I don't think it is good to remove a perfectly working package just because of py2 cleanup.

There's absolutely no reason for upstream to depend on pygtk other than lack of dev resources.

judging from this comment https://github.com/bootchk/resynthesizer/issues/67#issuecomment-591469148 the port from gtk to pygimp was done in a seperate branch. Looking at https://github.com/bootchk/resynthesizer/commits/falseColorMatch it seems to be it.
