The check for libcurl is a bit hacky, and should probably be ported to pkg-config either way, but it would be nice to know exactly what goes wrong for the upstream report. Can you try to follow what the script is doing, https://github.com/Cisco-Talos/clamav-devel/blob/dev/0.103/m4/reorganization/libs/curl.m4 and see what fails?
I guess it's simply the --without-libcurl that is passed to configure.

Just kidding, I only now noticed that you have USE=libclamav-only set. That should work with --without-libcurl, per the 0.102.0 release notes. Submitted upstream at $URL.
