ebuild for werkz-bin

There is no source tarball for this project. The code from cvs dosent compile
either. Therefore I am submitting the binary ebuild.

This project is part of the maven code now.

Are we positive that it really is part of maven now? I'm looking at maven's
project.xml, and it lists werkz as a dependency.
