app-editors/pluma-1.22.x hard depends on python-2.7

I have bumped locally mate-common-1.23 with pluma-1.23.2
both devel version run perfectly on a stable mate-1.22 DE

A mate-1.24 release is awaited before 
the normal Ubuntu upgrade schedule in march

Forgot to tell you: the devel version 
pluma-1.23.2 runs with any python3

To be precise, pluma has been supporting Python 3 since version 1.23.1[0]

pluma-1.23.2-fixes

Since pluma-1.23.2 release in august I can find two tiny fixes upstream on this development tree. I baked it in one fixes patch for pluma-1.23.2

There are quite a few commits required to backport py3 support to pluma-1.22.x.  I am just going to hold off and wait til we stabilize 1.24 in approx a month for full py3 support
