emerge -uD world -p is spewing all sorts of stuff.  I guess some are debug messages but others are just garbage.

Reproducible: Always
Steps to Reproduce:
1. emerge -uD world -p
2.
3.

Actual Results:  
emerge -uD world -p

This is a result of portage now doing more QA checking on ebuilds as it searches through them. Until the QA of a number of packages improve this will continue.

Sorry there is no easy answer. If you get keen you can write bug reports against individual packages that generate errors such as:
USE Flag 'python' not in IUSE for dev-libs/libxslt-1.1.9

In the mean time this is harmless and is being addressed by the Gentoo QA whips.
