I suggest to tree clean it anyway There is a copy on https://ctan.org/tex-archive/macros/xmltex/contrib/passivetex but last release was 2002 and there is no upstream source anymore. Some files have a license information, but not all. Situation is a bit unclear. I suggest to last rite with long delay of 3 months, so there is time enough, if someone needs it. @tex Any objections?
