The packages listed in summary still use EAPI 0. Please bump them to a newer EAPI (7 if possible).
Note: dev-libs/cygwin is not used in Prefix _on_ Cygwin. It probably is needed to cross compile _for_ Cygwin, but 1.5 feels outdated. One could imagine a Gentoo/Cygwin distro like Gentoo/FreeBSD, but for the time being, the cygwin dll does not support to update itself while running, or should be treated like a sys-kernel package that require a reboot to update.
