gcc-9 will eventually stabilize. Current stable needed a gcc-9 fix (bug #687086). WDYT of stabilizing =dev-cpp/gtest-1.9.0_pre20190607? (Or applying the fix to current stable).

(Or applying the fix > to current stable). Stablizing =dev-cpp/gtest-1.9.0_pre20190607 would be the right way to go. The latest protobuf, if ever stabilized, would require it and though upstream is still active, it hasn't released a new version in almost a year.
