The DUMB license appears functionally equivalent to the BSD license, and has a clause explicitly guaranteeing compatibility with GPL project. The license text can be accessed here: http://dumb.sourceforge.net/index.php?page=licences
Just to clarify, are you asking for the existing DUMB-0.9.2 to be added to the @MISC-FREE group, or also for addition of version 0.9.3 (as found at the link target), for some current or future package? In DUMB-0.9.2, points 1 to 3 are almost identical to the ZLIB license which is in the GPL-COMPATIBLE group. (So I wonder why they didn't just use that. Instead, they chose to add nonsensical clauses and waste everyone's time.) @Licenses team: If you don't object, I am going to add this to the MISC-FREE group.

After looking through the the packages listing DUMB-0.9.2, I discovered none of the existing packages were released under the DUMB-0.9.2 license, but instead were all released under the DUMB-0.9.3 license. I've submitted a pull request to fix this: https://github.com/gentoo/gentoo/pull/12178 Since all the packages are under the DUMB-0.9.3 license, this is the license I believe should be added to MISC-FREE.

Except annoyed by the nonsense in general, I don't see anything substantial that would prohibit including this in the MISC-FREE license group.
