Mercurial 5.0 has been released on 2019-05-01: https://www.mercurial-scm.org/wiki/ It sports beta support for Python 3.{5,6,7}: https://www.mercurial-scm.org/wiki/Python3 Please enable if possible. Maybe behind a USE-mask? :)
I'm still waiting for a tortoisehg-5 release...
I quite fail to see how tortoise-hg is a blocker on bumping mercurial as it's not a dependency of mercurial but the other way around and tortoise-4.9.1 already depends on ">=dev-vcs/mercurial-4.8 <dev-vcs/mercurial-4.10" so it shouldn't break it.
