My setup:

/etc/portage/make.conf:
    ACCEPT_LICENSE="@FREE"

/etc/portage/package.license:
    sys-kernel/linux-firmware       linux-firmware freedist no-source-code

Got license update conflict today with seemingly invalid license output:

$ emerge -pv1 sys-kernel/linux-firmware
