Looks as if {{Bug|larry_the_cow@gentoo.org|search=email}} does this already. Is this not satisfactory?
That looks good, but I think, it should be part of the nice {{Project}} box.
I think this should be possible, but we also do have assigned bugs on a project/team basis at packages.g.o now that it interfaces with bugs.g.o For example, the Mozilla project: https://packages.gentoo.org/maintainer/mozilla@gentoo.org/bugs

Bugzilla emails tend to get lost for me occasionally... Do note, that the link will certainly not be useful if there is no bug-assigned email address in bugzilla for the project. It will always return an empty string. It may be best to enable a new check box (that will default to enabled?) on the Form:Project wiki page. Thank you!
Update: Bug assignment on each project page is now controlled by a checkbox (because not all projects have bugs that can be assigned on Bugzilla). Projects will need to activate bug assignment as necessary on a per-project basis.
