This package is in our removal list since some time: https://wiki.gentoo.org/wiki/Project:Emacs/Removed_packages#Packages_that_are_candidates_for_removal "Last release in 2001. No English documentation. Status unknown." HOMEPAGE and SRC_URI are dead. There is a forked version at https://github.com/knu/prom-wl.el, where the backquotes issue appears to be fixed. However, the last nontrivial commit in that repo is from 2010. So, I am going to send a "last rites" message later today.
