media-libs/openimageio-1.8.17 doesn't run mkfontdir / mkfontscale on font directory it provides (/usr/share/fonts/OpenColorIO). The missing fonts.dir and fonts.scale files makes processes trying perform some font-relate actions to generate these. When this happens while emerging a package under sandbox, the emerge fails. Example of such package is dev-python/matplotlib with the 'doc' useflag on. Solution: mkfontdir ${D}/usr/share/fonts/OpenImageIO && mkfontscale /usr/share/fonts/OpenImageIO - or something similar - before tarring up the temporary install tree or after installation (I don't know what is the right way of going about this is).
