It's unneeded on binary systems. Note, this is different from e.g.: bug 675226 - net-analyzer/nagios-core should rdepend on dev-libs/libltdl instead of sys-devel/libtool because pfqueue seems not need it at all, and that would mean there is no need for dev-libs/libltdl either.
