v0.20.2 was released 2018-12-20, see https://scikit-learn.org/dev/whats_new.html#version-0-20-2

Current version in portage is 0.19 released 2017-08-12 ; v0.19.1 was released on 2017-10-23.

Current stable upstream is 0.21.z:

So I think version bumping to that should be the correct way to go ATM.

yes, please, an update to a newer version would be desirable. 

0.19.0-r1 fails to build, anyway.

perhaps these packages are no longer maintained in gentoo?

sci-libs/scikits_learn-0.20.4 (last version supporting Python2) and 0.21.3 are available in my overlay: https://github.com/stefantalpalaru/gentoo-overlay
