If you download the file manually, what md5sum does it get? Does it match the one in /usr/portage/sys-kernel/gentoo-dev-sources/files/digest-gentoo-dev-sources-2.6.8-r8 (should be 7f9cf83f46650eab64b0f7c0d6cc4f74)

Same problem here. Downloaded the file manually, and positively compared MD5 against /usr/portage/sys-kernel/gentoo-dev-sources/files/digest-gentoo-dev-sources-2.6.8-r8. Removed SHA1 hash for genpatches-2.6-8.54-base.tar.gz from same and "emerge -f gentoo-dev-sources" succeeds.
Same problem here. After removing SHA1 hash for genpatches-2.6-8.54-base.tar.bz2 i got: "Previously fetched file: linux-2.6.8.tar.bz2 MD5 FAILED! Refetching..." and "Fetched file: linux-2.6.8.tar.bz2 MD5 FAILED! Removing corrupt distfile..." I positively compared MD5 against the files and removed all SHA1 hashes from digest-gentoo-dev-sources-2.6.8-r8 and "emerge -f gentoo-dev-sources" succeeds.
