Looks good so far for me. 
And I apologize now the following will be a little longer ;-)
 
However, two strange problems have occurred, but none of them is likely to affect the normal user:

2) These 4 failed in the tatt test-run, for which I have no explanation:

USE='geogebra handbook -scripting' FEATURES='' failed for =kde-apps/kig-18.04.3
USE='' FEATURES=' test' failed for =kde-apps/kiten-18.04.3
FEATURES='' failed for =kde-apps/kmag-18.04.3
USE='' FEATURES=' test' failed for =kde-apps/kmag-18.04.3

None of them could be reproduced afterwards in this installation or on my other system. Also, I have no logs for them.
I would rule out stability problems of my system, then there would have been more errors. The original update and the tatt test run lasted a total of ~22 hours and there were more then 1,200 emerge operations.

All other problems in the tatt test-run, were due to the known problems as:
+systemd, +libav (i use ffmpeg), stable masked useflags as julia, unfulfilled use flag of dependencies packages, useflags that require other useflags to be set too, etc. 
I have this all checked manually after the fix of issue 3.



3) I always do a system backup after the actual update and before the tatt test run.
And i do a restore of the system normaly after the use of tatt. 
The reason for this is that after the run, the packages are installed with test useflag/feature enabled. So "emerge -1 --update --deep --newuse @world --with-bdeps=y" would then reemerge every package which was previously installed with test useflag/feature because this has now been dropped.
This time i decided, because of a bug in my restore script, to go another way and just do a single
emerge -1 --keep-going $list
In retrospect, a bad decision ;-)

The packages that emerged several times before now fail:
kalgebra, ktp-text-ui, parley, kdepim-runtime, akonadiconsole ,akregator, grantlee-editor, pim-sieve-editor, akonadi-import-wizard, kmail, kontact, mbox-importer ,pim-data-exporter, ktp-call-ui, konqueror
with the same problem, e.g. akonadi-import-wizard:

I then cleaned up first "emerge --depclean" and did a "revdep-rebuild.sh -p" check, but the packages still failed.
Then I suspect because of the error message did a 

emerge -1 dbus
and then i could emerge all the remaining packages!
WTF? I have no explanation for this strange behavior.

Taces added for all the packages except of konqueror and ktp-call-ui which i depcleaned before.
I checked with "genlop -t" the last time emerge of dbus was on 9. this month after the qt update.
It looks for me like one of the emerge operations damaged somehow the dbus installation.

gst-plugins-meta-1.12.4 should be just fine, you must have some issues with your 1.12.4 somehow; it has all the needed stuff in IUSE. That said, I wouldn't mind more priority to the gstreamer bug, but I realize it might be waiting on test failures, which don't happen for me...

Thanks Mart, you are right. I missed that I still had a gstreamer-1.14.x package keyworded, that's why emerge wanted to pull in other gstreamer-1.14.x packages. KDE is now emerging...

Thanks for taking care of it, feel free to fix the USE !webengine missing dep on your own. (is there a package.use.stable.force? otherwise we can stabilise kwebkitpart as well).

kwebkitpart should be ok to stabilize, takes me a little bit more time though than I expected, still on it
