When trying to rebuild rdoc, it failed to build, likely due to the same reasons as in this bug https://bugs.gentoo.org/628368 where the same thing happened with ruby21

Reproducible: Always

Steps to Reproduce:
1. Try to emerge dev-ruby/rdoc-4.3.0



Actual Results:  
Build will fail with the above error since ruby-2.2 got masked


Expected Results:  
Rdoc should be built successfully

Issue is prevented by a one line change.
Issue is caused by ruby-ng dropping support and breaking ebuilds (why are we doing this again?).

s/if use ruby_targets_ruby${version}; then/if use_if_iuse ruby_targets_ruby${version}; then/
