After emerging sci-libs/netcdf-4.6.1, I get

Use emerge @preserved-rebuild to rebuild packages using these libraries
 * After world updates, it is important to remove obsolete packages with
 * emerge --depclean. Refer to `man emerge` for more information.

The shared library installed is libnetcdf.so.13.1.1 so the slot should be 0/13, not 0/11.
