See URL for the current draft. It still has rough edges, but I believe it is time to assign a GLEP number. AFAICS, the next available one is 77.

Actually, the next available GLEP no is 76.  AFAICS, I've only used it in the pre-GLEP but never requested it and I'm not even sure if I'll proceed with the GLEP.

Given that the work on copyright policy has started earlier, you have requested the GLEP number first and I'd really like to avoid introducing a gap if I don't proceed with my GLEP, please take 76.
